No, it's not. Not by a longshot. His best fight is the one already mentioned from Drunken Master 2. It lasts something like 18 minutes and is undeniably incredible. Another good one would be in Gorgeous. There's a rooftop fight that took my breath away. Incredible stuff.

Some of my favorites:

True Lies - Harrier jet finale. I need this on BD. Now.

War of the Worlds - Any of the tripod attacks, but specifically the first one. The buildup to the reveal is very suspenseful and the execution of the massacre is handled perfectly.

They Live - Roddy Piper vs. Keith David. Nuff' said.

Superman Returns - Shuttle/airliner rescue. Wonderfully staged classic adventure sequence with a steady buildup and excellent followthrough.

Superman II - Superman vs Zod and company. It's like a comic book come to life. This was the best thing ever as a kid.

Minority Report - "Everybody runs."

The Lost World - Yes, the movie isn't that great, but I've always been fond of the Raptor attack at the InGen compound. The choreography and editing is flawless.

Return of the King - The attack of the Mumakil. Wow. That was so awesome on the big screen.

Temple of Doom - The fight on the conveyor belt and the ensuing minecar chase.

Last Crusade - Indy vs. the tank. Best part of the film overall and classic Indy action.

Kingdom of the Crystal Skull - I never grow tired of watching the jungle chase. Infectious, it is.

Goldeneye - Bond and Treveleyn's fight inside the dish. Best fight in the series alongside From Russia with Love.

Licence to Kill - The tanker chase at the end is a doozy. Great stunts and pyrotechics work.

The World is Not Enough - Opening boat chase on the Thames. Best opening of the series.

Hulk - Hulk vs. the army in the desert. It's like the Hulk rollercoaster ride.

Matrix Reloaded - Pretty much every action sequence is wonderful, but I prefer the Chateau fight. I love the usage of weapons and the style of combat.

Road Warrior - The final tanker chase is surely one of the absolute best.

X2 - Attack on the mansion. Finally seeing Wolverine go berserk was quite an experience.

The scene in Predator where they first encounter it and go absolutely apesh*t mowing down the jungle around them...

Any of the fight scenes in Undisputed 2 (if you like hand to hand combat and have not seen that film, you owe it to urself)

The highway scene in Matrix 2

Tony Jaa fighting the three big guys in The Protector

Clive Owen in Shoot 'Em Up when he shoots all the bad guys who were on the stairs while he was coming down

Jet Li and Jackie Chan fight in The Forbidden Kingdom

Transporter 3 when Jason Statham fights all the guys in the shop while having a conversation with the mechanic

Apocalypto; the whole movie after the guy starts running and he kills all of them one by one

Kate Beckinsale fighting/killing any vampires/warewolves is defintely good action for me

The last fight scene in Never Back Down

All the war scenes in 300

Thats what I can come up with now but there are plenty more.

Fight over the Sarlacc pit in ROTJ. I Remember seeing this when I was a kid, and almost falling over when Luke first ignited his green lightsaber. To this day it is one of my favorite scenes.

Death Star battle (both).
Anakin/Obi Wan battle in ROTS.
Qui Gonn/Obi Wan/Maul battle in TPM.
First battle between Aliens and Marines in ALIENS.
Lobby battle in the Matrix.
Battle for Helms Deep in LOTR: Two Towers.

And many more.

I thought the appearence of the tripods from over the hill and lets out that noise - was truly one of the most frightening scenes Spielberg has ever filmed.

The rooftop fight was in Who Am I. That is the one where he is just fighting two guys and then he slides down the long slanted roof, freefall at the end.
