See, now that would be fun content that I am sure would generate tons of clicks and revenue.

The barriers to this would be:
1) your stated cross-licensing issues from different studios
2) whether the studios have obtained likeness rights for the specific character's actor/actress' usage in AI generated content - which the most famous stars are already copyrighting, as they know this is the next frontier in digital entertainment.

But if these barriers were overcome, it is just left to the imagination what kind of interesting stuff one could cook up, with the studio making a profit off the IP usage that otherwise would be sitting their dormant.

This will not be creating anything on the fly. It will be like the already existing 'AI-generated streaming shows'.

Random video clips with a listless narrative, namely awful to watch.
