I highly recommend the 60's and the CS2 since you have the money. A lot can be done to manage speakers properly in a small room. By doing so, you would have no worries of them overpowering you. Also, once you set up the speakers and the new sub properly, the sub will do its job without overpowering your speakers. This may require you to re-run your receiver calibration program (assuming the receiver has one) to get your set-up better balanced. Also, an SPL meter for $50 can really take you to another level with balancing the sound from your speakers and sub.

I think if you get the 50's and the CS1, you will regret it soon hereafter and wish you had just stepped up and gotten the 60's and CS2. The CS2 is an excellent center channel and the 40's are solid surrounds. I think this is a solid improvement in the depth your audio will have over the 50's and the CS1. However, have you ever considered bipoles/dipoles for the surrounds instead of the 40's? The FXi3's from Polk would run you about another $30 more than the 40's and you would get a dramatic increase in your surround sound by the way they immerse you within the ambient sounds instead what the the 40's would do.
