If they just opened the matte, the framing would be wrong. Everything would just look weird.

This is how it has been in the widescreen episodes of Simpsons and King of the Hill I've seen. They clearly framed for 4:3 in the middle, then just opened the matte to fill the screen, leaving unintelligible picture on the left and right side of the picture that doesn't "do anything". It's entirely possible to do HD and maintain 4:3, I really wish they would just do that and not give a damn about fillin mah screen.
