Never tried personally, but the 5 system rule means you can download as many times as you want on 5 different systems, not 5 times total.

When I did my transfer, I synced everything. All the music on my computer is on my PSP and vice versa. haven't added anything since, but I believe it will automatically add music to your library and sync whichever way it needs to go PC <-> PSP.
