It all depends on how deep the scratch is. It all boils down to is it playable?

Bd's have a hardcoat that dvd's don't have, not sure about hddvd, but it is still not a 100% guarantee that you can do anything to the disc & it will still play.

I have dropped a few bd's on my hardwood flooring & not a scratch.

You can have a scratch & it will play fine but some dirt could get into it & then it will not play.
