I run into this on my cable box (Bright House). Not sure if it is what you're experiencing, but I'll help as best as I can (at least as far as I understand it).

Some of the broadcasts in my area are 1080i, while others are 720p. Whenever I would change channels, and the signal resolution changed, it would take like 5 seconds before the picture shows on the screen. I fixed this by going into the settings on my cable box and deactivating the 720p option. Now everything is forced into 1080i, so the resolution never changes. All of my channels change much faster now.
