I firmly believe it is legal to sell OEM with any computer hardware, including a $2 computer cable. It might not be what Microsoft wants, but it's still legal. Otherwise, all retailers selling OEMs are opening themselves up to a lot of legal risk selling them in a non pre-installed state. I remember the first time I bought OEM (with a $2 cable), one worker didn't think I could but the other informed him that any concurrent computer-related hardware purchase legitimized the sale. If you don't need the extras, OEM is the place to be.
