Built in Wi-fi means that the PS3 has a built in receiver that allows you to access a wireless network that you have set up. Built in means that the wi-fi module is internal and does not require you to purchase an add-on device in order to connect to the internet wirelessly.

The PS3/PSP functions basically allow you to access information on your PS3 and use on your PSP via an online connection.
