Nope, it's all to do with how close you sit.
I sit 2ft away from my 22" computer monitor and can tell the difference between a 720p source and a 1080p source VERY easily with my native resolution set to 1680x1050.

Without knowing the viewing distance, such statements are baseless. For some distances 1080 would be pointless on anything 120" or less.
