Well actually, for a 480i (or 1080i for that matter) true interlaced 60i (videotaped) source going to 480p (or 1080p), 60fps is an "upconversion" if done with an advanced deinterlacer, since it fills the interlaced field's in between scan lines with interpolated data to create a whole frame. With the best deinterlacers/interpolators you get close to a 480p, 60 fps shot look (or 1080p 60fps for 1080i) from 60i. Remember, we have interlaced 60i motion, and progressive 24fps/30fps motion sources.
