Yes it is definately region free. I sent an email to Universal UK asking for specifications. Here is how they replied:

I know, even though I'm not as bothered as I used to be about special features, this is still meant to be an upgrade. If it was a 5.1 track that would have been an upgrade. Hopefully the picture quality is good.

The Collector's Edition DVD I have is Dolby Surround. I'm sure with the elements they could have created a 5.1 track.

I don`t remember if there was a lot of specks, but if there was it didn`t bother me. Yes, i think it looks like it`s been restored. Seems like some minor DNR have been used. I was very happy with picture and sound quality.

Thats good to here. I will probably still buy the bluray, a little disappointed that there are no extras and also with the sound, but at least it is lossless.

Pleasantly surprised by the presentation of this classic horror movie. Considering it's a Universal release I was afraid of excessive DNR, but they didn't mess with Candyman. It has a filmlike appearance, there is a nice layer of grain and the elaborate ghetto environments we see in the film benefit from the jump in detail.

The PQ is average at best, better than the DVD, not remastered, lots of specks you will notice at the start of the film (when the wobbley credits appear). Just watched it, the scene in the Hospital is uncut, nice to see candyman rip his hook up the doctors back also Virgina Madsens eyes look fantastic. ***Region Free***
