I think you have the wrong idea about this.

You still pay the EXACT SAME if you buy all the pieces individually or just buy the retail game via the PSN.

The game is $29.99 on the PSN

All the individual modes add up to $29.99

This is great for those who are only interested in specific aspects of the game such as the story mode or whatever.

And they are not doing a bait and switch here. IT's CLEARLY listed and stated what you are getting. There's no misleading or deception here.
