According to the official Toshiba statement:

Toshiba will study possible collaboration with these companies for future business opportunities, utilizing the many assets generated through the development of HD DVD.

I feel that they are going to use what they have developed (possibly HDi) for movie downloads. In the long run, I think this will be Toshiba's attempt to fight back.
