yes. It will pass 1080p from HDMI input and output HDMI 1080p.

Thats why I said "Conversion" should be used because "Upscale" causes too much confusion...because it only applies to Analog Input -> HDMI Output.

If you send 1080p via HDMI input, it will still be 1080p HDMI output.
