While not my favorite of his, I believe him to be wonderful in it. His Karla speech is just all sorts of amazing. And the film gets a bad rap with the "boring" label. It just needs your attention that's all.

It doesn't have to represent the pinnacle of his abilities. It just has to be your favorite movie with Gary Oldman as an actor with a fair share of screen time. Commissioner Gordon is a very human character in an otherwise fantastical, surreal movie. Most of the characters really don't have anything substantial to lose aside Gordon. Harvey Dent's loss of Rachel Dawes was sad, yes, but they weren't married with children with years and years of love, history, hard work, and cooperation. They were just playing at a fraction of the level Gordon is already at. We see some of this when Gordon's poor wife smacks him on returning home safely, because of the terrible grief and heartbreak he put her through, despite it being his job.

This is why Nolan saved the true emotional climax for the end of the film, because as Gordon pulls at the heartstrings as he begs for mercy from Two-Face, we see his desperation, his fear, his hope that everything will be okay mixed with the despair that Two-Face has gone over the edge. All of this really brings home the weight of what has happened so far in the film and helps us identify with what Batman stands for, protecting the innocent who get caught in the crossfire of villainy.

So you're right, Commissioner Gordon may not be Gary Oldman's finest character, but his presence and acting ability in the film certainly improved it rather than degraded it.
