Of course they are. I'm sure it wouldn't occur to them that Cosmos is on a for-profit, commercial network that wouldn't be required to offer equal airtime. If they want to spend the money to produce a show about Creationism or "Intelligent Design" or whatever they want to call it, and they can get a national broadcast network to air it, more power to them.
