The mog station page mentions that you need to buy a digital copy on PS3 or use a registration code as you said if you want to play it on PS3. The PS4 download did ask for a registration code.

I still don't think that I'll go out of my way to buy another copy. If the upgrade program means I could "upgrade" my PC version to the PS4, then that's not really worth it for me. My PC can run the game better than on the PS4, and I can play with my PS4 controller on my PC if I want. I like the option to play on PS4 so I can use remote play, since I found it was surprisingly playable on the beta, and the main reasons I'm interested on the PS4 version.
