The higher hz has nothing to do with this. Nothing at all. Cinemas until recently only showed films at 48fps (showing each frame twice). The only reason they have moved to higher fps that I am aware of is to accommodate 3d. The problem isn't that 60hz/fps is to low, the problem is the pulldown (meaning some frames are shown more often then others, which invariably creates judder). Most plasmas for example run at either 72 or 96 hz in 2d and have better motion then lcd's (no matter how high the hz of the lcd).
Really? because the reason refresh rates are there I thought were to point out what tvs are good for sports watching etc. with fast moving scenes. Low refresh rates would cause image drag, no?

because my old LED had 60hz refresh rate and had awful blur/drag. Then I upgraded to a 400hz tv and had none at all.

Thats my experience.
