You are probly experiencing a "ground loop". This sometimes occurs when various connected components are not plugged into the same electrical circuit.
To test, detach the dish cable from your cable box while you are getting the noise. If the noise goes away, check your local A/V store for an in-line transformer to put between the cable and the box.
This will eliminate the problem while not degrading the signal

everything is plugged into a monster surge protector/power cleaner so I'm guessing that's not it. I was guessing that it was just over the air dish network programming but curious if something is wrong...
