Yes it is definately region free. I sent an email to Universal UK asking for specifications. Here is how they replied:

I know, even though I'm not as bothered as I used to be about special features, this is still meant to be an upgrade. If it was a 5.1 track that would have been an upgrade. Hopefully the picture quality is good.

The original soundtrack for this picture is stereo, not 5.1. So, I don't mind that there's a 2.0 track. It's lossless and that's the only thing that matters.

The Collector's Edition DVD I have is Dolby Surround. I'm sure with the elements they could have created a 5.1 track.

Audio commentary with co-writer/executive producer Clive Barker, director/co-writer Bernard Rose, producer Alan Poul, and actors Tony Todd, Virginia Madsen, and Kasi Lemmons
Extras:
"Sweets to the Sweet: The Candyman Mythos" featurette (23:48)

also seems
others dvds rls only have 2.0 soundtrack no 5.1

This is the version I own now from Universal. Previous to this release I had the Columbia version which only had the trailer as an extra and 2.0 stereo sound.

I don`t remember if there was a lot of specks, but if there was it didn`t bother me. Yes, i think it looks like it`s been restored. Seems like some minor DNR have been used. I was very happy with picture and sound quality.

Thats good to here. I will probably still buy the bluray, a little disappointed that there are no extras and also with the sound, but at least it is lossless.

Also, the music, dialog and gory sound effects sounded good in the DTS-HD MA: 2.0. Tony Todd`s voice sounds deep and bass-heavy.

Pleasantly surprised by the presentation of this classic horror movie. Considering it's a Universal release I was afraid of excessive DNR, but they didn't mess with Candyman. It has a filmlike appearance, there is a nice layer of grain and the elaborate ghetto environments we see in the film benefit from the jump in detail.

That sounds great! I'm glad the PQ is film-like and the AQ is good for a stereo track. It is a shame a 5.1 track couldn't be made, Philip Glass' haunting score would benefit from this.

The PQ is average at best, better than the DVD, not remastered, lots of specks you will notice at the start of the film (when the wobbley credits appear). Just watched it, the scene in the Hospital is uncut, nice to see candyman rip his hook up the doctors back also Virgina Madsens eyes look fantastic. ***Region Free***
