what is the purpose of a dielectric layer in the blu ray disc?

Is this another thing where we write your research paper for you or are you genuinely curious?

http://en.wikipedia.org/wiki/Blu-ray_Disc should have most of your answers though I don't see anything about the dielectric layer. (I also don't know everything about my microwave but I know how to make some yummy popcorn!)
