is there anyway to get 1080/24p with the ps3 ie. connecting it through a receiver that will upscale

Yes, the PS3 has both an "Auto" and "Forced" 1080/24fps mode. However, your receiver must be able to handle (ideally passthrough) this mode and your TV/projector must be able to handle 24fps, 48fps, 72fps, 96fps or 120fps.
