Default Dial Norm what is it?

First off I am sorry this has probably been answered a lot. Yes I did a forum seach could not find what I was looking for.

First my limited knowledge of it

1. Dolby Digital uses it
2. DTS uses it

3. PCM does not use it
(Pulse Code Modulation not a company)

My question is what is it? Why do companies use it? and Why don't people like it/ Why shouldn't I like it?
