Default Dynamic contrast ratio

What is the difference between dynamic contrast ratio and contrast ratio?

The new Sony tv's have, contrast ratio: 1300:1 and dynamic contrast ratio: 7000:1.

Is the lower one for regular tv viewing, and the dynamic one for DVD, BD and gaming or something?
