Isn't MTS basically the same format used on Blu-ray (M2TS) just with a different extension (and usually used for AVCHD camcorders)?

If that is the case, just use tsMuxeR or any other muxing tool to multiplex the file into a correct Blu-ray structure ready for burning.

u mentioned u use powerproducer and powerditrector
i assume u put the content onto disc and playing

first things first
when u record /shoot u need to shoot in highest HD mode
second thing try hook ur camcorder to tv and check the quality
then please stay away from those kind of softwares
if i were u i download the raw content to harddrive in the computer and try to muxer into the bluray format
tsmuxer is good and free program
multiavchd is another one

if u compress and burn it to disc there's no point of having HD comcorder ...just a thought

have fun with it
peace
