I'm so not an English major, so I'm not going to describe this using the correct terms, but I believe I've had this explained to me as different because the "The" is preserved as it's designating "Phantom Menace" as a "thing", the primary subject. In "The Empire Strikes Back" - the action is "Strikes", "Empire" is not the subject so it doesn't need "the".

In any case, the "T" in "TPM" is preserved practically because it gives every film an easily typed 3 letter acronym:

In my experience, a lot of reference books (not just for Star Wars) often max out at three-letter abbreviations in citations for the sake of brevity and simplicity.

OCD has noting to do with correcting peoples' supposed grammar mistakes, FYI. OCD would mean you have to turn the light on and off ten times before going to bed, or have to clean a plate three times before eating off it.
