Default stuttering tv question
I purchased a Samsung lcd about 6 months ago, and it has started stuttering a little recently. While looking for the problem, I found out my house wired a bit weird, but up to code, so my landlord won't fix it. The wall sockets read a bit too hith, and fluctuate in voltages by about 15 volts. He said that if I get a UPS that should fix it as it could send clean power through all the time. Does this sound right?
