I think it was to show that the baddies are still out on the streets. To reinforce that Batman is not ever really ever done.
Yeah, I own it. I wouldn't go as far as saying there is a formula considering TDK had
[Show spoiler] 2 villains
and Batman Begins didn't. Plus Rachel
[Show spoiler] doesn't die and at the end they walk off holding hands, even though they aren't together. In TDK she losses interest in him completely, want to marry Harvey then gets her a$$ blown away. I wouldn't say they are the same at all.
