Yes, it started for me after Katrina when prices started shooting up on gas. They have a base rate usually mandated by an oversight committee, then an "emergency" rate for anything over that base rate.

A lot of energy companies are monopolies because they don't want "cheap companies that might fold overnight affecting critical infrastructure", so they can get away with things like that.
