If you send 720 to a 768 set, it has to interpolate to fill the extra 48 lines. In your words, it has to grow the missing lines.

If you send 1080 to a 768 set, it downscales. That's the better way to go.

Care to explain that? There's such thing as 720i. If you send 1080i to a fixed pixel display, it will deinterlace to 1080p and then downscale to 768p.
