when your tv is plugged directly into the wall does the same thing happen? try eliminating the surge device all together. did you have a different surge device before this and if so, did the same thing happen? perhaps there is simply something about the surge device that your tv doesn't get along with.I would really recommend a line conditioner with AVR (Automatic Voltage Regulation) or a UPS with AVR. these devices, when sized correctly, will not only give you protection from surges but, they also regulate the power down when spikes occur and regulate the power up during sags or brown-outs. believe it or not, this device your using offers you very little in the way of protection. your more likely to sustain surges, spikes, sags and brown outs than you are super high surges or lightning strikes. More things are done in by the quick things over periods of time (short or long) than most people realize.

also, the receptacle your plugging into, is it being shared with other receptacles in your house that may or may not have equipment on them? Is it a dedicated circuit, going straight back to the panelboard and not being shared with anything else? The dedicated circuit would be the best. making sure your receptacle is properly grounded, the wire is properly sized for the receptacle and the circuit breaker that protects it. all of these things are your first steps.
