In World War Z they use single action .30 cal rifles with incindiary rounds.

In a zombie apocolypse, any gun is better than no gun...the 9mm ammo was just an example to show that there barely is any available now, and 9mm is probably the most popular/cheapest/usually easiset to find.

Rifles aren't always practical, but you do want to hit them when they're far away.
