Opened up a case with Ebay and they said that the seller had to provide a return shipping label or send me the money via paypal to cover the shipping cost before I send the item back (as they could reimburse me with the return shipping cost after the fact as that was not part of the original transaction). In my case the seller did not want to cover the full cost of shipping so Ebay just issued a refund once enough time had passed.

Good to know. They really should spell that out explicitly in their return shipping policy in their customer service section. Having looked through it I don't see anything that would indicate that's the case.
