You may also want to look at the players from Sony and Panasonic (Sony S360 and Panasonic BD60), as both could probably be had in your $250 price range and are pretty well-regarded in that price range.

Region A players will typically be region-locked to Region 1 for DVD, so a Region 2 DVD wouldn't play.

you should be able to find both of those for $199.99, $50 less then your budget. I have the BD60 it is an excellent player. The PS3 is a good option if you are looking for a gaming box as well, but, goes over your budget.
