I seriously doubt that, considering both of those are Lionsgate BDs, and Watchmen is a Warner title....99.99% of the time, the additional promotional trailers included on a DVD/BD are from the same studio that releases that DVD/BD....

It is a licensing issue. They have to pay the actors who are in it when a trailer isn't used as promotion, that's why they aren't on so many discs any more.
