Default Blu-Ray Picture Quality

OK, why, if the capacity of the Blu-Ray disk is higher, would picture quality apparently be less than comparable HD DVD titles? Another post in this forum, https://forum.blu-ray.com/showthread.php?t=6335 shows this edge, and I've read reviews elsewhere where that is also the case. Sure, the difference is small but consistently reported, it seems.

Is it just that the producers of the disks are creating a more highly compressed video data stream than would seem necessary given the available space? I frankly would rather lose extras than I would quality of the primary reason I got the disc, which was for the movie.
