Default HDV files for Blu-Ray disc

Considering that HDV is an MPEG-2 format, is there a way to use an HDV file in authoring a Blu-Ray disc without recompressing? I understand that the audio needs to be stripped, but it seems like one should be able to use the MPEG-2 video info without any further processing.
