Audio synch ?'s

Hi,

Im just wondering why I experience audio synch issues from time to time. My receiver has options to delay, 0, 20, 40ms. When watching cable, sometimes I have to use 0, sometimes 20, etc. Same with blu ray, etc. It can be hard to synch up dialogue at times and can be kinda frustrating.

Is it usually a receiver issue?

Would a better receiver be more likely to deal with these better?

Im thinking of upgrading my HTIB receiver to an Onkyo 576 in order to get HD sound.
