It’s not like the 2018 game where they were rebooting the franchise, using a new engine, new character models and other assets etc. It will be a full sequel for sure. Miles Morales was just to get a major game out for launch and not repeat the awful PS4 launch with Killzone Shadowfall and Knack as the major first party offerings since things like Horizon 2 or GT7 weren’t going to be ready. If one of those were ready I imagine Insomniac would have spent more time and made a full on Spider-man sequel with Miles and Peter both playable etc.
