Yep, that's why you assign each computer it's own unique static IP address.. Your router tends to try to assign IP addresses to devices that are already in use, which disconnects them. What happens then is all the IP addresses are trying to get reassigned. If you have your computer, 360, PS3 set to assign IP address automatically (in any combination) that is what is causing the temporary disconnect. By assigning the PS3, your 360, and your computer their own unique static IP address then there will not be a conflict because you've taken that logic away from the router.

If you assign static IPs to all of your devices and are still experiencing this problem then you do have a bad router. I've been using a Linksys WRT54G for about 5 years now and have never had a problem with lag, connections, conflicts, etc... but I may have just been lucky to get a good one.
