Well, after many support tickets Cyberlink confirmed to me that it is a bug in their software (PowerDVD Ultra). This bug occurs only when playing B region blu-ray movies on 64-bit Vista while 32-bit XP Pro SP3 plays the same B region movies fine. All region movies play fine on both OS's. So far, Cyberlink hasn't released the bug fix yet.

After using blu-ray technology now over a year on my PC I have to say this technology is still, unfortunately, immature. And it is frustrating that consumers have to struggle with these bugs and waste their time by playing a software engineer. I just bought a new blu-ray title "Get Smart" which played otherwise well, except that the picture was out of sync and flickering with some extras. No, I don't have time to send another support ticket to Cyberlink.
