Dude check out the Darth Bane books. It gives a good explanation to the rule of 2. I get the sense that Sith can only really survive by hiding their true identities like Dooku and Darth Sidious did. One good Sith to me is way more powerful than a Jedi master. If the Sith are not in hiding I think they would be constantly hunted by the Jedi and wouldn’t really have any time to their real dirty work. Also I think Vader was always a Sith apprentice.

This is why I wish they would make a series set during the times of Darth Bane. This is the start for what's to come with regards to all six movies.

He know's it's the way of the Sith but it's clear that what he was looking for was for Luke killing Anakin and becoming his new apprentice.

Eventually he would. But it's up to Palps to stay one step ahead of his apprentice. There is no leisure time for a Sith Lord.
